Appendix I   Meeting the Targets

This appendix summarised the objectives and their overall performance of the DSD's environmental, social and routine services during the reporting year. Looking ahead to the year 2020-21, we will continue to set targets to monitor and ensure the quality of our work and services so as to demonstrate the commitment to sustainability to our stakeholders and Hong Kong.

Environmental Issues

Environmental Targets 2019-20

Achievement

Developing smart technologies, optimising operations, introducing innovative measures to enhance effectiveness and efficiency, minimising environmental impacts and meeting public expectations

Adopt three new sustainable technologies within a three-year period starting from 2019-20

DSD adopted unmanned aircraft systems and 3D laser scanning for condition survey of covered facilities, and adopted thin-film photovoltaic technologies at Stonecutters Island Sewage Treatment Works as a source of renewable energy. We are conducting a trial on SANI (Sulphate Reduction, Autotrophic Denitrification and Nitrification Integrated) Process for treatment of sewage at Sha Tin Sewage Treatment Works in the coming two years.

Conduct three Research and Development (R&D) items for optimisation and innovation technologies

Target met. Three R&D projects have been commissioned, including pilot trial of inclined plate settler technology for primary sedimentation, developing suitable planting mix for a freshwater constructed wetland eco-system in Ma On Kong Channel and pilot trial on the Membrane Aerated Biofilm Reactor at Sha Tin Sewage Treatment Works.

Meet with community groups/green groups/academics at least six times each year to consider sustainability matters

Target met. We conducted more than six meetings and site inspections.

Integrating sustainability measures and climate change mitigation, adaptation and resilience considerations through improving energy efficiency, utilising renewable energy, reducing carbon and pollution emissions, and achieving water management, water reclamation and reuse

Increase the mileage percentage of electric vehicles to all vehicles to 13% in three years starting from 2019-20

The progress was promising. In 2019-20, 16.2% of total mileage of work transport were contributed by electric vehicles.

Conduct seven surveillance carbon audits

Target met. We conducted seven surveillance carbon audits.

Further save 2.7 million kilowatt-hours from process optimisation and use of renewable energy

Target met. We saved 2.7 million kilowatt-hours.

Use an average of 1,500 cubic metres of reclaimed water and harvested water per day

Target met. During the year, we used an average of 1,688 cubic metres of reclaimed water and harvested water per day.

 

To achieve zero growth of normalised paper usage from 2018-19 level

Target met. 9,091 reams of paper were used1 ( i.e. 92 reams less than the annual consumption target).

Developing blue-green drainage infrastructure, maximising greening, conserving ecosystems and enhancing community health, liveability and biodiversity

Build 2,000 square metres green roof and 150 square metres vertical greening

Target met. We completed 7,359 square metres green roof and 210 square metres vertical greening.

Plant 12,000 trees, bamboos and shrubs

Target met. We planted 239 trees and 37,478 shrubs.

Meeting all statutory and regulatory requirements on environmental performance in our projects and operations

2. The customer satisfaction survey on the clearance of blocked sewers/drains is conducted once a week by selecting the respondents randomly.

3. In order to reduce the risk of the spread of the Coronavirus Disease 2019 (COVID-19) in the community, the DSD implemented special work arrangement from late January to April 2020. In addition to the emergency and essential public services being maintained, the DSD also provided basic and limited public services to members of the public, including the 24-hour DSD Drainage Hotline, the inspection of drainage records, and the handling of Sewage Charges / Trade Effluent Surcharge matters, however the handling time of the related services would be longer than usual.
