Land use management and legislation are the non-structural measures that DSD has adopted to guard against the deterioration of stormwater drainage situation in the drainage catchments in the New Territories. They are called non- structural measures because they mainly involve administrative or legislative procedures rather than construction activities. Structural and non-structural measures are best applied together to achieve the most optimum solution in preventing flooding.
