Description
The works include:–
a) construction of the civil structures for sewage and sludge treatment facilities and the associated utilities and roadworks of the proposed Sha Tin Cavern Sewage Treatment Works;
b) construction of two (2) maintenance workshop buildings;
c) construction and installation of fire services, building services installations and related electrical and mechanical facilities in ancillary buildings; and
d) other related works.

The works are scheduled to commence in December 2024 and will take about 61 months to complete.

Submission of Tenders

Sealed tenders, in duplicate, must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box situated at the lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice (“Specified Tender Box”) before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted.

If tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time between 9:00 a.m. and 12:00 noon on Friday, 24 May 2024, the tender closing time will be postponed to 12:00 noon on the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force.  In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on Friday, 24 May 2024, the Government will announce extension of the tender closing time until further notice.  Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable.  The above announcements will be made via press releases on the website of Information Services Department (https://www.info.gov.hk/gia/general/today.htm).

Remarks

(a)        The tender to be invited is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.

(b)        Selective tendering is adopted. Confirmed contractors on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category or joint ventures with participation of local and/or overseas contractors with at least one of the participants or shareholders being a confirmed contractor on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category, who also meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:

                   The tenderer has completed at least one (1) construction contract in roadworks or drainage works or sewerage works or with construction works inside underground tunnels or caverns with an adjusted original contract sum at the time of contract award of not less than HK$ 1,400 million in or outside Hong Kong within the past ten (10) years, counting from the original date set for the close of tender.

                   In case of a joint venture tenderer, the requirement in either paragraph (1) or (2) below has to be satisfied:

                   (1) the lead participant or major shareholder is a confirmed Group C contractor included in the List of Approved Contractors for Public Works under the Roads and Drainage Category; OR

                   (2) the lead participant or major shareholder is a contractor who is not enlisted in any service category under the List of Approved Contractors for Public Works and the List of Approved Suppliers of Materials and Specialist Contractors for Public Works.  In this case,

                        a)      the total percentage participation of participant(s) or shareholder(s) who is/are confirmed Group C contractor(s) included in the List of Approved Contractors for Public Works under the Roads and Drainage Category is at least 40%; and

                        b)      the percentage participation of the lead participant or major shareholder is no more than 60%.

            The detailed requirements for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the tender documents.

(c)        Contractors not yet on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category may also submit a tender if they submit a request for participation together with a duly completed application for inclusion in the above-mentioned approved list/category by Friday, 12 April 2024 to Chief Engineer / Cavern Projects, Cavern Projects Division, Projects and Development Branch, Drainage Services Department at 44th Floor, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong and meet the qualifications and conditions for participation, and the application for inclusion is duly approved on or before the tender closing date. (d)        Contractors will be liable to have their names removed from the approved list(s) if they fail or refuse to implement an accepted tender.

(f)         A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.

(g)        The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall score.

(h)        The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
